My 1992 Buick lesabre will not start. The past few days the starts were getting weaker like the bat. was dead?

I have tried giving it two jumps and nothing. also the battery is reading 11.9. Does this sould like an alternator or a Starter problem. also there is a weak clicking when I turn the key but not a loud one.

Any ideas would be great. Its just sitting in my work parking garage.My 1992 Buick lesabre will not start.
