It is called Specmo Enterprises. You can send it in or take it there for over the counter programming. I used to work there. They only do work for all GM dealers in the USA

It is easy because only the dealer has the equipment.
Imagine if everyone could do this in their sleep...Does anyone know how to program an instrument cluster panel on a buick rainer?I don't think it's a matter of flipping a few switches here. It's going to take a special program and probably a special connector. Even if it's done through the OBDII it would need a shop scanner that runs a few grand. You've got to just bite the bullet on this one.
