If the blower motor runs all the time, it may be the blower motor controller located on the firewall. Apparently a common problem with Buicks. See the link below for photos, description, and complete install procedure.

Check all of the vacuum lines.
Look under the hood for rubber or plastic hoses that connect to the manifold. There will usually be a large number of them connected together like branches of a tree.
The vehicle operates on vacuum provided by the engine, produced when the cylinders move. The climate control vent system is entirely controlled by vacuum.
The engine controls are also controlled by vacuum, and if one of the larger hoses is loose/cracked etc, your engine may run rough, or not at all.
Start the engine, and listen very carefully for a hissing sound, and track it down. try re-loading your a/c coolant, or replace the speed control unit.
