Just started all of a sudden ,not low on oil or water .no water in oil. just rough idle.Why would a 1984 Buick Skyhawk have white smoke coming out of exhaust at stop signs and start up?Maybe an intake leak which is occasionally sucking up small amounts of coolant. Sounds like it is just burning oil.
It could have a bad head gasket. Check your engine to see if there is any oil leaking on the manifold.

white "smoke" = water
blue smoke + oil
black or gray smoke = excessive fuel
it is time to do a compression check or a cylinder leak down test. these tests will tell you what compression you have lost and ultimately where the air is going. after that you can get back to me (us) and we can let you know what needs to be done, but it sounds like a leaking head gasket.
